He has been involved in the railway museum field since 1972 and was president of the Association of Railway Museums for 10 years where he helped develop the Recommended Practices for Railway Museums. He was recently recognized by the Heritage Rail Alliance with a Lifetime Achievement Award and is past president of PA Museums. The Pennsylvania Trolley Museum (PTM) made significant progress under Becker's leadership with construction of a new 21,000 foot Welcome & Education Center, exhibit and artifact storage buildings, reconstruction of existing buildings, restoration of a number of streetcars, and nearly doubling the length of the Museum’s trackage.
